Editorial:- The Return of Hong Kong to China.

At the end of this world war the question of whether Hong Kong is to be returned to China has attracted the attention of

All all people especially the Chinese residents in Hong Kong. believe that though this question is an important one, it can be settled between China and Britain diplomatically. At present all conjectures and suspicions are useless. The request made by the British Independent Labour Party for the immediate return of Hong Kong has again drawn the attention of the whole world.

This question raises a few points, law and right. Speaking of the former, Hong Kong was a ceded territory. Its position was decided upon by treaties between two countries after

the proper way to alter its position is to settle in the normal diplomatic procedure. Though there was no detail disclosures about to what extent the five foreign ministrs discussed this question at London, it is no doubt that it has been scrutinized and discussed. The point to be discussed now is not one of law but one of right. This concerns the question of the integrity of China's territory. China struggled for her independence, liberation and freedom. fact that she could resist the Japanese for 8 years with a firm resolution was because she had a confidence of obtaining territorial integrity. The exciting feelings of Chinese nationals regarding this affair are being excused by the freedom and righteousness loving countries. Even in Great Britain, not a few people feel that the fact China is not able to obtain integrity may cause bad feelings between the people of the two nations. It cannot be said that the best side of British Imperialism is represented by the British ruled Hong Kong. It signifies the bad relations between the British and the Chinese before and after the opium war. Everybody talking about the relations of these two great nations feel regretful. It is a fact that British, on grounds of the importance of financial interests, consider it necessary to continue the rule over Hong Kong. It is also undeniable that Hong Kong occupies a strategic point in the British Empire. Should there be a matter of much greater important than national and financial interests, it need not be pointed out by British clever people that it is a question of "foregoing fish and taking the bear's palm". From the strategic point of view, Hong Kong would be useless to the world,, if the International Safety Organization materialize and all the powers treat one another faithfully to co- operate and forego their jealousy and suspicion.

Certain people would say that should Hong Kong be one day handed back to China, could it be governed in ways as well as by the British. This is a question outside the law which we do not wish to discuss here. Though Chinese administration may not be comparable to others, this has nothing to do with the question of right. We know that we are somewhat diffident about our present position as a great power, but could not the people of the whole nation encourage themselves to undergo an experiment in the right direction.

The British Labour Party published their resolution requesting the immediate return of Hong Kong to China. This announce · ment affects directly Hong Kong itself especially the several hundred thousands of Chinese. For reasons unknown, people seem to have no reaction on this resolution. It was neglected probably because the Independent Labour Party does not play an important role in the British
